+1 is a 0.0049% increase in throughput per tome.
Chest is a 0.0034% increase in throughput per tome.
However there is the vitality tradeoff which does need to be considered if you are giving Twintania a burl.

Is a Spell Speed build actually better than a Determination/Crit build? I haven't been able to notice much of a difference with Spell Speed, but I imagine you would need a large amount for it to be beneficial. Any thoughts/data would be truly appreciated.
I have calculated DL+Relic+1 against body AF2+Relic and the first is slightly more efficient with heals, but I'm going for AF2 gear because i have low statsand need to fix that problem for Coil.
Heals are good enough, without buffs or food it's 850 with one non-critical Cure.
As Hysterior said, the problem with body is that you'll need the head piece too, and if you can't get them at the same time, you're going to replace a level 70 piece with one level 90 and one level 60 pieces (average level: 75). The best choice should be to replace level 60 Ring with the level 90 Ring, but I personally took the leg piece instead, because the Allagan one is a Turn 5 drop, and you need to kill Twintania to get a level 90 leg piece.
I messed up with my myth tomes originally because I didn't even know about relic+1 when I bought my first piece (or I didn't think I'd get it anytime soon). I bought the WHM AF2 feet first (unfortunately), then Relic+1. Then I crafted a HQ Vanya robe and bought the AF2 head while waiting for Allagan healing body to drop from Turn 4.
Personally, I prefer the Allagan healing body over WHM AF2 body in terms of stats, so I held off on buying the AF2 body. Next week, I will *probably* buy the AF2 legs since Allagan legs are a Turn 5 drop which may take a while to beat since my group just started trying to beat it this past week (pre-nerf, we haven't tried it post-nerf). The sucky thing is you can't even see the WHM AF2 legs over the robe, lol.
Relic +1 is best upgrade. WD is the best stat for healing, and Thyrus +1 glows white!
I personally stayed away from everything that gives spell speed in Myth, excluding the headpiece (due to the fact that I went Vanya+Myth head), and I knew I was going to have access to turn 1-4 Allagan within a few weeks of turning 50.
Also, if you can, try to purchase main pieces (Head, Chest, Legs, Feet, Waist) before accessories, as they give large VIT increases, and accessories do not. ^^;
+1 relic may be the "best" upgrade stat wise for pure healing, but personally, I am sad that I got +1 relic first. I just got my next piece which for vitality, piety, and mind, was the biggest upgrade over DL and it was the legs.
The legs drop in turn 5, which I won't be downing anytime soon. Will be farming turns 1-4 for other pieces primarily, and only purchase something else if I am close to max myths.

Just my preference, cleric legs is the better choice since it is Turn 5 drop as my FIRST purchase with myth tomes. If I then hit max tomes, I'd get +1 relic as a WHM
Some say that Cleric robe and Vanya are best choice until you can purchase cleric circlet, but to me it is a mute point because those items drop in Coil on easy Turns. With legs being Turn 5, the choice for me is buy my legs.
gonna be hitting 1.4k myths at the cap of this week already have my +1 still good to go with pants and a ring? and first purchase(s)
I went Thyrus +1 > pants > boots > belt. Probably going ring next.
