They aren't getting rid of skirmish. They are, however, doing adjustments to it. It was either in the last live letter or the E3 live video where they mentioned it. They're thinking of adding signature bosses of the series into Skirmish as final bosses. Think of ff13-2s coliseum dlc fights. So Skirmish will be back, but how the content is organzied is still up for debate.
