Perhaps I should elaborate using that post.
Suppose the RNG for a proc is set such that it triggers 50% of the time. Sometimes it will, sometimes it won't. When it does, it's positive (rewarding). When it doesn't, it's negative (frustrating). You can't simply have the positive, that's the fundamental nature of random events.
