Can we NG+ Festival quests?

An "any time" NG+ might not be able to include the seasonal decorations. Also we have previously seen them do a time-limited NG+ to replay the FFXV event when it was active, so I would expect them to go for that approach again rather than freely available.

However it is handled, it would be useful if it had a note somewhere about which patch was current when it originally released.
