Just make it so you don't get the tomestones/XP for a high level unless you queue with an appropriate item level. Something really simple, like artifact gear item level. XP stops scaling upwards for 60, 70, 80, if you don't meet super simple requirements, and at 90 you don't get max level tomestones if you are not even item level 540. You can get 540 with the free artifact armour they give you and they shower you with accessories so no excuses.
Not really. Played it min item level and they're still awful raids honestly. You still skip a lot of the mechanics, and even if you didn't, they suck, and they had bad ideas. I don't blame them since it was their first and second go, though.
Gear was never the problem, it was people skipping the cutscenes in those 2 very story-heavy dungeons; thats what made it as you say it "steamrollable" - heck, i remember being in quite a number of those where i'd go in to Praetorium- get myself a bit lost- then a couple minutes later, the dungeon was almost over and i was still trying to figure out how to get pack to the 7 people i lost track of.
I guess what i'm saying is Castrum and Prae are not great examples for this arguement, pick something else. xD
They need to bump the boss HP a bit and the damage in general in Crystal Tower, punishing the raid hard when ignoring them.
