It's not true.
Granted I don't spend a huge amount of time hanging out in the cities but the majority of shout spam I see is for RP venues on other worlds in the data center (it's rare that I see any for a venue actually on Coeurl). And there's only one repeat spam I've seen that heavily implies that it's an ERP venue (for a club on Goblin) without crossing the line to explicitly state it.
As you say, the OP seems to be overly sensitive. Blacklisting the venue spammers is an easy solution to clear the problem out of our chat windows. If a spam seems to be indicating activity prohibited by ToS, report it then blacklist.
Immediately report unsolicited ERP tells to the GMs as harassment. They will do something.
Whatever you do, don't reply to or otherwise interact with the player doing it. Any response could be interpreted as consent to the behavior.
Oh, I'm absolutely going to report it immediately. This isn't an ERP game. There is zero excuse for engaging in that sort of behavior with a stranger, or even with a friend/acquaintance who has never discussed an interest in that behavior.
