First read my post before answering because it seems you skipped everything I said about Fates, S Ranks and Log.

Alright, so you count some of the things in the open world as open world content - which I did see but it was going to get too wordy to address.
My point remains. Why should an A-rank mark not count as content even though an S-rank does, just because you don't have to complete a specific gimmick to spawn it? You still have to get out there in the field zone and search for it.
Because the game has a day and night system, we have a weather system, we have a hour system that affects the map in certain content.
An A Rank does not interact with any of these systems that make a world alive, the S Ranks have many conditions and many of those do interact with these systems. When Odin appears on the map all the weather changes makes the world feel alive, when the boss appears in Dravania Foreland all the weather turns red warning that something is wrong on the map and I can continue to name content that interacts with the world.
If the drop of the maps were affected by the map where they are obtained, the weather, the time would consider them but like the A Rank, it is only traveling from point A to point B regardless of absolutely anything.
That still doesn't make the A ranks "not content", it just makes them less exciting content. To you at least.
There are people who dedicate large chunks of their playtime to searching them out and organising hunt trains. It's certainly engaging to them.
Flying around in the zone searching it is still time spent in the game, out in the field, enjoying the scenery and music.
Weather changes are what make rare FATEs extra special - it hardly happens so it's exciting when it does. If it happened more frequently with every semi-rare monster I think we'd get tired of it.
People use the hyperbole that there is no OW content to mean that there is no fun and engaging OW content, there is no quality OW content.
The only OW content that creates some sort of stimuli would be S rank spawning, not even fighting them.
Everything else is pretty much hit the harmless HP sponge until it dies, alone or with a train.
The organization of the trains is only to see if the A Rank are alive, it does not require anything else because making S Rank trains is impossible since mostly these are summon in these same trains, I know because I participate a lot in these for the mounts.
if you want to fool yourself and consider that seeing a beautiful landscape is "making content" is up to you but if later they tell me that the activities in this game are shit compared to Wow, TESO or FFXI, I will have to be right.
And it is not only content, it is that the world feels alive with things like these, give me secrets, a place where I can only access after doing something with a reward, give me things like these.

I always wanted more party-focused content to do in the overworld. But something that actually rewards tomestones and not just rewards that have no point for an omni lv80.
Hunts are ruined by hunt trains anyway.
The only time I get that experience is when I find more people doing the relic grind.
1.17~1.23 did overworld content better. Honestly. Between leve 3+ star difficulty actually demanding party play, gathering at the camps for behests, the chocobo caravans, open dungeons and hamlet defence, or even just the hidden areas you sneak past super dangerous hostile monsters to discover, I don't think "endgame" hunt is that great in comparison since the cross-world hunt was enabled and FATE farming feels like solo regardless.
Wish they had a small team dedicated to overworld activity.
Overworld content currently is as unbalanced as the game's difficulty curve in instanced duties. For these last ones, it's either super easy and passive, or it's just hardcore. And for the former it's that you're either getting a very solo-like experience or joining 20+ strangers at once with who you're not going to make a connection anyway and just run-over the "challenge" like a stampede. Not a fan of the current mindset that only raids and dungeons should be reserved to a party.
Because world quests suck. The end.

I don't know. Pick something. My idea is focusing the Challenge log quest to encourage people to all focus on one area and get people grouped up more for content in the open world. the idea is to create a carrot to get people to speak to each other in the open world and have a good reason for doing it. Maybe reward rep for the Beast tribe as an alternative since you are doing something in that particular zone.
