No, it's not. They don't need a new technology to add new options of beard to a game that already has beards in it. They literally included a Lion race full of fur in the face. I think in 7.0 they could dedicate some time to make a big addition to customization in the game, I don't think they really need to overhaul the system, but just add way more options to the stuff that normally don't get new options regularly (like tattoos, beard, scars and etc)

It is seriously the only reason my character is not a Highlander.

Square, I know about the Lore but PLEASE give us the option at least!

SE had to add a new face for midlander just stubble that people requested and they could not even add it as an option for that one face. Unless they do something with their coding and/or engine, I don't think Highlanders will ever have real eyebrows unless SE makes a separate face with eyebrow. Same can be said about beard option for other races.
