That's how it's done here on Elemental, yes. Apparently the US servers just all fight over it instead.

I dunno, aggro wars are really one of the few interesting parts of CT raids considering how pruned down tank kits are at level 50.

If you don't want to fight for aggro you could simply turn off stance and let them have it

No one is getting denied opportunities. If they want aggro they can pull first and do more damage.
