Rather than adding a toggle, I wish they'd just stop designing things this way. Why design pants for the set when they're going to be covered by a full-length skirt? Most pants in this game look very basic and similar to each other anyway.

Glamouring in general in FFXIV needs an upgrade. There's far older MMOs out there that do it so much better.
More customizations are good.
As a hobby 3D modeller who makes stuff for games, it's not really possible for a few technical reasons.
Server space, as mentioned, but moreso there could be an FPS drop which could impact people with potatoes (either more draw calls, or more textures). Making hidable parts doubles or triples the time artists need to spend on everything. 3d Model and textures. So rather than making male and female and potentially race versions, they then need to model those with and without various parts. QA then need to test all that.
This artist and QA time, also takes effort away from making new playable content.
The Warg chestpieces, the Ravel Casting/Healing chestpiece, and the Bonewicca Tank/Aiming chestpieces are among the worst offenders for me and I desperately wish there were versions without the ugly tails and skirt/dress portions.
Some players mentioned the technical aspect of this request. To say that it is not possible.

The purpose of this request is not to find out whether this is possible or not. The purpose of this request is to find out if it interests other players, to be visible to developers and - who knows? - to succeed.

For my part, I am well aware of not knowing anything about the limits and constraints that this implies. However, I play FFXIV. I know what I would like to see changed when I play it.

I like how it renders but I don't see the point of developing such a skirt if it's only to hide it.

The skirt is a running issue but doesn't seem to be by design, as such - more an unfortunate collision of gear display rules that they've never got back to fix (though I imagine it must be on their "to do if possible" list). The skirt is set to vanish if it's paired with tops that go below the waist, which is probably intended to stop it sticking through long skirts but instead just makes it turn off in combination with prettymuch everything.
Depends on if the engine supports submeshes or not. Trivial if it does with negligible impact on storage, cpu, or rendering load. The modelers would need to assign the parts to their individual submesh but shouldn't be a big ask for a professional. Texture work shouldn't be impacted given appropriate tools.
