The problem is that the effort demanded requires the RNG to matter.
For the savage/ex mounts for example, the only real RNG is the drop/roll, because clearing with a group can be solved if you went in there with a static or something. And then you have the fact that if your group can reliably clear the content, you can just keep doing it over and over again until everyone is happy. And then eventually the mounts would get the totem mercy thing rendering the whole RNG rolling issue for them moot anyway. Basically it's fine.
Like I'd be fine if there was a sure fire way to proc spectral waters if you do everything correctly, in multiple runs I'd catch the required fish to proc FI, then would catch the spectral fish within that 60 second window, and just look as nothing happened. If there was a way to actually remove the RNG of it I wouldn't have a problem with it. Hells they can even lower the chance of catching spectral fish in FI, I would just rather not see that fish caught if it isn't going to proc spectral waters after all the effort done to catch it.
