To piggy back on this, the lower level dungeons are already mind-numbingly easy as it is (especially the ones from ARR). Do we really need to make them even easier?

Ignoring the question of whether or not this is a good idea I doubt SE could pull this off and be balanced. I already see newbie tanks struggling to hold against synced dps with just the first two steps of their aggro combo in Tam Tara and can only imagine it gettting worse if we give the dps a bunch of off GCD abilities to weave in as well.
It would be—especially if you get a class tank paired up against DPS with job stones. Already in level 70 content, a fully geared player can rip off of another player that has poorer gear (even with proper aggro tool usage). It would be much worse synced against a baby GLA or MRD.
Things like rdm are already extremely overtuned in low level content. I get that low level dungeons are very boring, but it would take alot of adjustments to get it right. That time would be better served in new content.
