It would be far too much work and changes needed to re-work it. I do prefer combat like that of Tera for example and other MMo's that you can dodge and it is more fast paced and fluid. But it is what it is.

With Ninja, it's not about the speed so much as server lag and the typical issues with it that can cause Ninjutsu casts to be pretty unbearable at times.
For example, when I played on EU servers as an NA player, playing Ninja was doable, but always had interesting side effects for Mudra casts that I knew was related to server latency: casting one Ninjutsu ability and seeing the animations of two. A good example of this is whenever I wanted to cast Raiton, I'd hit the two Mudra, hit my Ninjutsu button (showing Raiton), and the animation for Fuma Shuriken would go off, then the Raiton animation and the damage numbers for Raiton would show up. Now that I'm on an NA server, I don't experience it unless the instance server lags during a raid or dungeon (which is usually during peak hours).
I've played proper action-based MMORPGs like Tera and Ping & Soul, and they're only as good as your latency is. They're also designed to have fewer buttons to press so you can pay more attention to combat. While gameplay speed is one thing and can be fun at times, the quality required of the servers is the make-or-break point for the quality of those games, which is why FFXIV has some advantage to having servers that lack a bit in the quality department.
Ironically I hate ffxivs combat because it's to fast and lacks substance. Nothing has any meat or impact to it. It's just endless flashes bangs and sparkles. I've played a Paladin since beta (well since 1.2) and I still couldn't visually tell you the difference between riot blade and savage blade for example. Same with jinpu and shifu and well loads of skills actually. They're all just glorified auto attacks that have added buffs and sparkles. None of it has any real substance.
I think the overall speed and pace is where it is though not due to limitations or anything like that but rather more of a
Attempted middle ground between players. It was one of the biggest talking points way back in alpha/beta. With a pretty huge split between people wanting it slowed down and with actual substance (ala 1.23) and people wanting it super fast and flashy (ala wow)
So I think what we got was the devs idea of a compromise. If I could I'd bring the 1.23 combat system back the one was was even shown in early screens and footage during alpha and stuff. Everything just felt more powerful and satisfying to use.
Was much better than what we currently have where it feels like I gotta batter the he'll out of buttons to essentially keep a glorified auto attack going. There's very little substance or variance in skills. Which is again why I couldn't tell you the visual difference between shifu and jump or gekko and kasha. And many many more
Thank you. Every time i bring up the how boring and weightless the combat system in game, people act as if I committed sacrilege. What is it with people defending this? I literally think FFXII had a more meaty combat system. At least it felt as if you're hitting something.
Don't worry, if something will never change, it is this kind of thing. It is way too difficult and complicated to change from all the consequences, balances needed and all it would require.
I wouldn't worry about it, Super Bee. As others have pointed out, it'll take a ton of work to speed up the combat system.
Most likely will see a faster paced combat in the next FF MMO. The successor of FFXIV which will probably be hinted at in the next 3 years since this game does have a 10 year lifespan.
