As someone who hardly gets to see some of the cool lv3 Limit Breaks, I think it'd be cool.

Percentage is irrelevant. If the LB does 300k damage in 10s, that's still 30kdps, which is 5x-8x as much as anyone would have done in the same time period. It absolutely does not matter whether that 300k happens to be 5% or 0.5% of the boss's health, because the 50k-60k that the user would have done on his own in those ten seconds is even less of the boss's health bar.
Tank LB outside of a survivability mechanic and healer LB outside of a mass raise are wastes, and this should be something on which we can all agree.
Pre-empting the final bar is also bad, if a lower LB wouldn't have ended the fight anyway. If a lower LB will kill the boss, don't bother waiting for the last bar to fill.
But as for the last part, there are plenty of times that using the LB before the boss is the optimal choice. The bar empties upon engaging any raid boss, so a caster/ranger should pull with an LB during the countdown for the extra 40k-90k damage (use on trash before the boss if available; use on boss if residual LB from a wipe). In a dungeon, if the last pull has at least 4 mobs, using an AoE LB1 on that group will do more damage than a melee LB2 on the boss. If there are 7 or more mobs, using an AoE LB1 will do more damage than two melee LB2s.
I propose that the issue is actually that many people don't yet understand what is in the best interest of the party. This is what needs fixing. The system itself is fine.
The system is fine besides the fact that people will never ever care for what the party needs and therefor its faulted.
Nothing you can say will change that. And it needs to be fixed period.
You're being incredibly dramatic. While the LB system really isn't "good", your suggestions/proposals and understanding of the system/mechanics are incredibly misguided.
So you're stating that "people" constantly make decisions that aren't in the best interests of the party. Why not cite some specific examples for context?
