The tome gear is a bonus, and doesn't even have to actually be in the game. If they got rid of tome gear, it'd just mean non-raiders have worse gear, since the raids, according to min Ilvl, are balanced around the crafted gear, or the gear you get from doing the raid on normal. The tome gear exists so non-raiders aren't left to dust.
I know why Tomestone gear exists, but the fact of the matter is that Tomestone gear is also used by raiders and not having Tomestone gear would further trivialize this game's already lackluster itemization. It's very much a necessary thing.

Second of all, that's part of the catch of taking a break. And that's fine. Do you think people are going to hang you over taking a break and maybe getting a bit behind in gear?
I don't think it's fine from a long-term health/business perspective, and it once again goes against the fundamental design philosophy the game runs on. It's why my only response when Yoshi said they expect us to take breaks was to laugh, completely ignoring what usually happens when more hardcore players turn their attention away from any game for too long.
And yes, yes I do think that being behind in gear causes problems. I mean, I'm talking about the dumb people putting things like Lakshmi EX in PF with an i330 requirement, or people putting up i335/i340 Savage groups, but... this absolutely is a thing that exists. It's a thing that has been posted about here and on Reddit countless times, and will continue to be posted about. Even if you're an experienced raider, there are so many obstacles stopping "I want to come back to XIV to raid" impulses in their tracks. It'll be worse in 4.2 where we won't have an EX Primal dropping accessories for quick gearing (outside of crafted gear, obviously).

Also this is the catch with paying 6 months in advance. Signed for a commitment, and it's why there's even a discount in the first place. It's not Square's fault if you paid for 6 months and then got bored 1 month in. You could have just paid 1 month.
Not their fault, no, but absolutely their problem. Especially if they're going to do more of those Veteran Rewards-esque promotions like the Falcon mount.

There are multiple ways to get around it, if they cared enough to try. The problem with the Alliance Raids is that there are 42 items, duplicates can (and frequently DO) happen, and items drop from specific bosses. While that number would jump to 62 (20 accessories), there are also 3 dungeons per cycle. And an EX trial (or two, if we completely move away from weapons). I'm sure some divide could be done up to make it viable, if not exactly quick.

And how does that change what dungeons are? Its still the same thing, but now because it drops relevant gear its suddenly less terrible?
Perception. "Gonna do my EX Roulette," wherein I do not value or care about where I am or what I'm doing, vs "Going to run Drowned City for my healer pants." Or I guess since 3.4 or so, "I'll wander out into this field and free stuff will just magically rain down on me for reasons." (Hunts, EX Primals, Savage, PvP, PotD, maps, w/e) It's nothing major, it's just something that's always kind of bugged me.

We can go back to the older style system, but expect to see a massive drop in players.
I'm convinced there's an entire segment of this spectrum that is fully viable but isn't being explored for the sake of keeping the status quo and not ruffling (too many) feathers. People are bored of the current speed and angle of this treadmill; it may not have a sharp drop-off in subscribed players but it may legitimately be worse in that the ones that are dropping off are very likely to not return.
