Should be noted that Elidibus only cares about the balance insofar as it prevents another void event like the one that happened on the 13th shard. Once a Rejoining is ready to occur, he is all about pushing things to the exact edge they need to be for the shard world to be destroyed and absorbed back into the Source.

A probable way it will all play out, though it does beg the question of what series of events would send us to such a location within the Empire (not that such events are improbable in and of themselves, but with the focus being on Ala Mhigo having additional reasons to visit another region in the Empire will need a compelling narrative driving it).

I hope that FFXIV: Return to Ivalice takes part during the FFTactics Story, that is a world I would like to see more of (especially a more detailed world, with current technology). I think more than likely however, we will get 3 Raids, set different time periods...

I also think that Unukalhai is from Ivalice.

Take a look at how "Doma" is referenced in FFXIV -- we've never gone there or even seen the place. We've just met people from there, heard some stories about it, etc. It's a vague reference to a country in FFVI, but I don't think it's literally meant to be understood that everything in FFVI is now canon in FFXIV.

"Ivalice" could work like that. In fact, I don't think the "Ivalice" in FFXII and FF Tactics (not to mention Tactics Advance) are even meant to be the same place -- it's just a word to describe a general aesthetic, mood, and creative team behind the games. Whatever we see in the upcoming FFXIV content will likely be a mish-mash of stuff from Tactics and XII. Maybe we'll get Agrias, Fran and Balthier to make an appearance. Heck, they can throw some Vagrant Story elements in there too (not technically Ivalice, but Valendia where that game takes place is referenced in XII).

I think things will be a bit too tied up with the release of SB. Anyway we will be getting an Alliance raid as a reference to FF12. Sure, it won't actually be the same world from FF12 but there are likely going to be a lot of references.

The Ivalice-themed raid will just be exactly that, Ivalice-themed. It is almost guaranteed to not actually be the Ivalice, but a FFXIV-lore-centric raid which has name, decor and enemy references to the Ivalice-set games, just like how the Crystal Tower is not the FFIII version, nor is Palace of the Dead the Tactics Ogre version, they are FFXIV areas with name references to other games, nothing more. The development team actually stated this outright in the past:

Of course we'll be finding out soon enough, but the fact is, given how the Crystal Tower was handled, I don't see this Ivalice-themed raid as being nothing more different than that, i.e. a place that fits directly in FFXIV lore which just happens to have the same name as a place from the Ivalice games, as there is no reason for Yoshi and Maehiro to go back on their earlier comments and directly connect Hydaelyn and Ivalice together.

Also remember, FFXIV is an ensemble game, it references and cherishes all FF games, not just FFXII and the Ivalice games. Directly connecting the two together would make that very idea invalid I'm afraid.
