My view for MMO is
1. MMO is a game you play online, you can't stop, you can't puase, once you die, the server auto-save it.
2. In MMO, you meet people, interface with other player, so when necessary or conditionally, you can form a PARTY.
3. As for distribution of content, it depends on how many player ONLINE SIMUTANEOUSLY. This is not something you can control.
4 man party should get lots of content
8 man party should get some content
16 and above should get very little content - barely 16 ppl can play online simutaneously.
As a result, solo player should get MOST content to play with.
So of course, i agree there should be more 1~4 players content so the game can attract more player to play as a whole.
