Shockwave is not oGCD afaik. It shares the same pet 3.0s GCD as Wind Blade. Pet actions are also very unresponsive to queue as well. That is why Shockwave is a DPS loss and only used for utility.

This may be largely true with any decent group of players, but it's at least worth remembering when you get grouped with scrubs that are clueless. Was a wonderful tool the last time I ran a roulette. Tank that never used Flash, DPS focusing one thing down at a time. Every single pull, my first heal would draw aggro on at least one mob. Only took a couple of pulls before I decided to sleep the lowest priority (and sometimes Fluid Aura beforehand) and everything went smooth from there.
But, in the context of this thread, being the "must do as much damage as possible" mentality, maybe applies less. That mindset doesn't apply so much to low level randoms.
Not sure if you play summoner much, but Shockwave and Wind Blade do not share a CD. Wind Blade is the 3 second regular attack of Garuda, the attack she always uses dispite being on Obey. Shockwave is the 90 second knockback that is off the global cool down. Why do you think the abilities share a CD? Pet abilities que just like ours, but like you said can be unresponsive at times.
Even worse when they don't cancel the Windblade immediately, wait until the mob has passed the angle you wanted it to be pushed back in, and launch it deeper into the raid instead, etc.
By all rights it SHOULD be an oGCD. And it's a real shame it doesn't work that way.
i can't confirm or deny this, never tested the skills on a dummy. But I notice a difference if Wind Blade is active before Shockwave and vice-versa, but that could be my eyes playing tricks on me. I will admit to being use to the queuing of the Scholar Pet Skills over the Summoner ones.
It works the same for Scholar: if you use Whispering Dawn, it will use that instead of Embrace. So when playing pet classes one should always consider if the pet ability they wish to use is better than the ability the pet would use by itself.
I did this mistake as well when starting to play SMN: I kept using Aerial Slash on a single target. :)
I personally thing that the knockback should be there with Cleric Stance on, and when Cleric Stance is off, it gives back 10% mana. That would help with early WHM mana issues. Sometimes Shroud of Saints just doesn't cut it.
I use this all the time in solo content, so I can't really get behind this change since I'm in CS most of the time while doing the content.
