Sure it's not part of an optimal DPS rotation but either is running around constantly / getting knocked around constantly in Seph EX. This spell was made for those situations. Not swiftcast.
To echo what others have said, it's not necessary to turn off WM. There are plenty of options available to use for attacking on the move that should allow enough time to pass to allow you to be stationary when attacking. Feint, Blunt Arrow, Bloodletter, Rain of Death, refreshing Straight Shot. Just using Feint, Bloodletter, and Blunt Arrow as on the go attacks will most definitely allow enough time to pass to allow you to be stationary when going back to your regular rotation.
On topic: If Swiftcast's cooldown is reduced I feel that it should only be reduced to 45 secs, kind of meeting you halfway on what you'd like versus the current cooldown, but I really don't feel that it's necessary to reduce the cooldown and as others have stated, it seems that balance issues could come into play if the cooldown was reduced. I think a better option would be to have something like Spell Speed have an effect on the cooldown. The more SS you have the more of a reduction that you would see to the cooldown time.
BLMs would be more mobile then Bards :P
You needed to take WM off for that? Did you not DoT, use Bloodletter/blunt arrow/feint/critical heavy shot? If you did you'd never have to take it off. I've ran Neverreap likely hundreds of times and never even dropped WM. I mean I even went into those runs and drop Grit on my DRK and blow through the bosses before the vit rework.
Anyone who played a caster in 2.0 and now 3.0 be it BRD/MCH or BLM/SMN should know how to keep their DPS up at this point and be effective even with the mobility handicap.
Yoshi many be the director but he has no clue how to make these classes work, you can look no further than Healers being marginalized as DPS and WAR having way more utility than the other two tanks. It doesn't matter how much he tries to rework classes he always messes something up. It wouldn't matter if swiftcast has reduced cast, you still wouldn't move when it's on cooldown. Or let's go further and ask why Swiftcast isn't put on MCH/BRD since we are casters now right? Yoshi may have made the game, but it's the players who know how the classes function properly.
I only turned off WM at the part where the boss goes shield mode and runs around the platform (when u need to kill adds). I always get hit by either a tornado or the boss himself if I had WM on at that point because i wanted to finish my cast first before moving. This happened especially when neverreap had just released. I just found it easier to turn WM off :P Now I don't have that problem as much. I just named that fight as an example of a situation where u could turn it off ;) Never said that u had to, only how it's design was intended. But in the end I think people should do whatever works best for them to pull as much dps as they can ;)

I'm BLM main and think SC cooldown is really fine... also our spell speed is much higher meanwhile, once you're used to mechanics BLM is really strong and dont need swiftcast at all.
Well that is part of my point, Swiftcast for BLM also has very little usefulness atm. You can use it for saving an enochain, movement, or double flare.
There isn't any huge DPS gain from shortening the CD for swiftcast. I don't know why people are acting like it would be adding huge dps to blm when it wouldn't.

I am saying, that, if they want to make content where you have to move around more, changing the swiftcast CD time is a way to make it so they can design dungeons with more movement.
It's also not going to make BLMs be able to run around all over.
