During the summoner storyline it pretty much states that these are the same form of summoning, however. While we adventurers might use it for summoning egi's, the same techniques could be used to bring forth a true primal which could cause all kinds of havoc. There's a reason why summoning is considered a forbidden art.
Really, it's all about intent. If your intent is to summon Bahamut and blast a Dalamud-sized hole where Ul'dah used to be, then summoning is a dangerous art. If your goal is to save the world, and make some sweet gil from quests then you're only a danger to yourself.

On this note I have to comment that there is also a reason why both White and Black magic are forbidden arts as well. And I agree entirely that it is all a matter of how it is used, the abilities themselves are not evil.
Like all forms of magic they are dangerous in their own way and can be incredibly destructive if misused. White magic being misused is the reason Ul'dah is now a desert for example. Black magic has also been used to do terrible things, so have the magical abilites scholars employ.
Dragoon from a matter of perspective can be seen as evil, as can Dark Knight. All of that said as we warriors of light are using the abilities to protect people they are not evil. At worst the powers employed are simply dangerous and are to be handled with care.
After chain running a certain Extreme primal this week, Summoners who dot Spiny are evil.
