Plottwist. The blueprints wer actually for a popular brand of Allagan Chocolate, the ones shaped like ADS. Unfortunately, children are choking in the apparent Allagan toys that were contained inside the allagan chocolate (despite no one actually putting anything in there). Cid gets lawsuit'd, Garlond Ironworks gets demolished and goes out of business.
Salty people can lick a Stupendemys's crystal shell for good luck. It might solve their immersion issues.

People seem to like to use "fantasy" as an excuse for everything, but even this game has its own set of rules and lore that the devs pride on.
I would not mind a skybear at all actually.
I am playing this game to have fun and immersion in a game does not bother me. In RP it may but just as I can choose whose RP I see, I can ignore the many people who do X Y or Z with whatever mount they choose to ride on when they're not trying to disrupt or disturb me.
The problem with what you're saying is, I think if adamantoise the turtle was alive in real life, we have the technology now to make said turtle fly if we really wanted to dump the money into a project.
And I think Final fantasy goes outside the rules of real life, so if it can happen in real life, I'd imagine it's possible in FF w/o not making sense to physics.
What I suggest you stand as...

In fact a flying turtle is more believe-able than tiny wings the size of my hands carrying a 1,000 lbs bird.
We'd have the technology to make anything fly, doesn't nessescarly mean we'd want or need to. You;d also have to consider the "how" they fly (otherwise, if all the mounts just get a rocket pack to fly with...welp) The thing is, the tortoise is also initially a ground mount. If it was to fly, it needs to have the means to do so, unless we're going with that it has some sort of way to fly inherent to it (such as a rocket pack, or an inherent ability). And after that, what about a flying behemoth, or a a gobbule, where would it stop if we're not going to consider what is flying and what isn't?
And at the same time, immersion or the presence of it aids to my enjoyment of the game (which is why some areas like alexander blunder, there's really no atmosphere or substance behind it). Not particularly a good reason to invalidate other people's enjoyment of the game just for your own, but there should be some sort of compromise, and well, a line, between the two areas; would you be perfectly fine with behemoth, gobbules, or really every single mount in the game be flying (and if they ever decide onto it, swimming). Or the aforementioned skybear who wouldn't have a proper flying animation and it'd just be running on nothing?

I'm just explaining to the post I quoted that a flying turtle is well within reason of something being accomplished w/o being ridiculous. Where as a Behemoth, I can't imagine it flying w/o itself being in a mount. like a magic carpet carrying behemoth, but that's basically you riding a mount, that's on a mount.
A flying turtle while POSSIBLE, I also explained in my post still far fetch'd just in the idea that people are usually lazy right? If making a airship fly is cheaper and easier, there's no reason to create technology to get a adamantoise to fly.
What technology exists to make a giant tortoise fly? I can only think of two, bioengineering, which is no longer possible due to the Allagan technology being mostly incomprehensible, and attaching rockets to it as a second option. Both of those would be applicable to a Goobbue or a Behemoth.
