The primary reason I will be dropping bard as my main is due to the fact I now have to spend 80-90% of in-combat time staring at 10% of the screen aka my shortcut bars because of what feels like the randomness of procs, so many oGCD and GCD's to juggle and manage, addition of cast timers on some ~yet not all~ skills through a rotation and no stable rotations after the initial opening sequence. It's not fun anymore for me being what feels like forced to play the game staring just at my shortcut bars 24/7 in order to effectively manage it all.
I guess others might enjoy it but I no longer do so I would rather play a different class as my next main instead. Positional classes are even less annoying than this as someone who also plays monk because at least on those your staring at your character, the battle and the boss to figure out when to move and use your skills more so than bard in which I feel like I am being forced to stare at a tiny bottom portion of my screen watching the skill refreshes, random procs, oGCD/GCD's plus cast timers all the time alongside having to micro-manage unreliable and always unstable rotations.
Maybe that's just me but that's how it feels to me and it is a change from how it used to feel without the 3.0 changes, but it's a negative new feeling from playing the bard. I do not know if machinist feels the same way though as haven't tried it yet.
