How do you deal with sluggish tanks?

I wait for them.

I'm in no rush, even if I'm personally going "Wow can you hurry please"... especially if they are new.
When I was learning tanking, I certainly wasn't new to the dungeons but I was new to tanking and this would anger me to no end, especially the first time tanking a dungeon.

Just. Wait one second. Not worth stressing someone out and having them lose aggro to kill and wipe everyone when you could have taken a breath and wait.

As a healer, if a dps pulls like that I'd expect them to have some way of healing themselves, though in actuality I'd just wait for them to die. I used to be the 'nice' healer that would heal anyone, even if they did things like this that just are not contributive to party cooperation. Now - nah, if you have so much confidence to pull, you must have some super secret way of keeping yourself alive without the aid of the rest of the party. This is why people don't want to tank or just tank for friends.

You can expect this from many pure Vit tanks who lack the power to maintain threat beyond decently. To the point they don't have room to use their utility combos.

If you wanna speed up the pace as DPS, aim for his target. Spreading single target damage only slows things down. Don't conserve CDs, just stomp everything in the dirt as hard and fast as you can.

I don't mind waiting for tanks, am not in a major rush for anything.

A thing that has been happening quite a bit lately though is the ready checks and then after it being confirmed them taking a few steps forward, so I buff and then they stop and stand around until they wear off...

Extremely annoying.

If you're DFing, you take what you get. Some tanks are slow, some tanks are fast, it's a roll of the dice. If you want a certain speed of tank, run with a tank you know who goes at that speed.

If you're a summoner, you can simply summon Titan and do all of the pulls yourself, allowing the tank no time to sit and ponder. As a bonus, this sometimes humiliates them into leaving, which allows you to pick up someone less lazy.

This right here is so annoying. I love when a tank ready checks before a boss, but lately I've been dealing with tanks either starting a ready check then pulling before its complete, or starting a ready check then standing there for 20 secs before pulling. Since I main monk, trying to form shift into coeurl so I can use my opener when dealing with either of those is a nightmare, and I often have to revert to the old, weaker opener because of it.

I spam (/slap).

This is what I will never undetstand.
I'm a full vit tank, and while i'm still ilvl 160 atm, those ilvl 190 dpses still cant steal the agro from me, even if they are trying so hard to single mob dpsing because they think they will get a medal for something. Tanks that can't hold agro are bad tanks, vit or str build.

As a healer, i hate tanks who don't wait for my MP before a huge pull. Normally it isnt an issue on WHM, but recently on AST i've been getting tanks who pull too many mobs, dps aoe burn them all, then proceed to pull more without noticing my mp is low. A bit of downtime between fights is definitely worth it, waiting for the healer to get at least some MP back can prevent a wipe.

I also had one tank tell me to "use your cooldowns" because all healers have them. AST doesn't have any self buffing cooldowns for heal potency, and lightspeed does help with heals in certain situations but it costs 25% of our potency. Cards like arrow and ewer for self or bole for tank are handy when heals are needed a lot, but are unreliable to get.
