I just recently re-subbed from last year. I went from having no connection problems to getting 1-2 disconnects a night (90k). I tried WTFast and it seems to work, no disconnects but some packet loss and ping spikes regardless of any server I choose. Something happened from 2.1 to 2.5 or something happened to my ISP - I also have Bell Aliant.
Bell Atlantic, as in Verizon Bell Atlantic? They've been having some issues off and on for a while now, depending on where you are:

Just took the smaller images to conserve space. The small ones tend to be a bit older than the larger ones you can get at the source pages. You can view the larger maps as well as stats on what types of complaints have been filed and other things like twitter feeds and links to support for the companies at the URL's I posted above the images. There are more services and ISP's (things like PSN, XBL, Netflix, etc.) tracked that you can find on their companies list here: https://downdetector.com/companies. When reviewing these maps and the data, note where the reports are logged--they often group up in patterns because there are issues at the exchange points amongst all the ISP's, so many get affected in the same regions all at once.
Yup its a Canada ISP. Anyway I should add this packets/ping spikes I cant even see in game. In any given session I could see 3-4 packets lost according do WTFast stats they provide and I dont see that translate into the game so I dont even know if that's accurate. The program also has a traceroute and it says all the spikes/lost packets are coming from after they leave my hop or homeportal whatever it is called!
Edit: if my memory serves me correctly a lost packet is when the data just goes into oblivion right? never reaches the server? so that would mean whatever I was doing at the time wouldn't register right?
Hmm... would be interesting to see exactly how you are getting routed. Depending on which ASN you look up, they either have lots of peers available, or only a few. One that comes up specifically as Bell Atlantic shows only 2: Verizon Business and Level3.

Also found one of the company's network maps...it shows a trunk from the Winnipeg area that runs down to Chicago, while another runs off to Thunder Bay/Sudbury/Toronto. So depending on just how they are managing your routes, there could be some adjustments they may need to look into. Also, according to Bell Canada's site, there are currently issues in Buckhorn--don't know if that applies to you guys or not, but if you are routed through there it might.
I am getting routed through level3 on my end I ran a traceroute. Not sure what level3 is but everyone I talk to says its bad
We play on Hyperion and have had increasingly worse lag since 2.5 has launched. Before 2.5 lag was pretty much non-existent. Last night we hit a whole new level of horrible where everyone in our raid group was getting such bad lag we had to call the raid early since nothing was moving on anyones screens for like 10-15 second spikes.
Never had lag until the most recent patch.
Most recent patch has killed both my gaming experience and my fiancé's. He's on PS4, I'm on PS3. Worked seamlessly until the patch, and now we can't progress in the story it's so bad.
