Adding more echo won't fix anything. if people are bad and still wiping to mechanics they're going to continue doing so. As it is, just being 110(Which is easy as it is) can steamroll T9 with the current echo and even without it if people are at least competent in dodging. So it's a matter of those people learning how to play their class and performing correctly. No amount of echo will fix a bad player. As the saying goes I can heal your wounds, but I can never cure your stupid.
Increased Echo will never help people with Bahamut so you might as well watch the cutscenes on Youtube now.
Have the players with DPS issues learn their classes better. End.
No reason for DPS checks to be failed if the players know the mechanics and their classes. Keep nerfing and the players will never better themselves, and said same players will ask for nerfs and complain about mechanics in the next raid group.
OP, What you're asking for is the reason why you're having this problem in the first place. The more echo you give players, the less they have to try and the more unprepared they become for the next fight.
I don't pug fcob but I'm willing to bet that this is only true because it's still somewhat early in the coil 'season'. As people start over gearing the fights with poetics / further increases to echo in t9 / additional nerfs to t9 / more t9 carries, less skilled / experienced players will start pouring into fcob and t10 will be less and less pug-able. They may be more geared than the people who did t10 early but they won't be able to push even the same dps as those people. Because they never had to, and the cycle of cries begins anew.
Eh... if your party is having DPS issues, you shouldn't be looking to Echo to fix them. Get your DPS to either tweak their gear (get rid of excess accuracy in favor of crit/det, etc) or have them do some research on rotations.
