This would be the best bet but some still seem to think moving servers out of Montreal and into the us will be a insta fix for all the problems

Adding another data center would end up being the same thing as relocating the data centers because instead of moving them all your just choosing to image another set of servers in ____ location. This would cause a population shift akin to what will happen when EU data centers go live.
It is an unavoidable inconvenience that will need to be dealt with at some point in the future.
As far as I understand it, the only way to fix the problems is to make sure that all connections go through nodes that can handle the load. Take my route, for example; I have Telia as my ISP, which means that they hand it directly off to Level3 once it leaves their servers. So it's (using simplified names) MyHome-TeliaNodes-TeliaLevel3Node-Level3Node-Level3OrmucoNode-FFXIVServers for me.
The ones called Level3Node and Level3OrmucoNode (before I contacted Telia, TeliaLevel3Node was also bad) in my example are the ones who drop packets and time out (rubber-banding and disconnects in-game) for me. But since VPNs and people who are being routed differently don't have a problem, the only solution I could imagine is to somehow route around bad nodes. Sort of like a built-in VPN in the game client, in which if there is significant packet loss/time outs for a player on a node, they get routed differently. I have no idea if that's actually possible (IT people care to weigh in?).
TL;DR: Disregarding the current DDoS attack and deliberate ISP choking, the problem most have had is packet loss/ping spikes. These can happen everywhere and moving the servers isn't likely to help (since Packet Loss, Ping Spikes, DDoS attacks and ISP choking can happen everywhere). VPNs such as WTFast can hopefully help with Packet Loss/Ping Spikes.
I can't really support this thread, SE confirmed that the issues were caused by DDoS attacks which have nothing to do with the location of the servers at all.
I'm not saying there isn't a problem for other people but personally I live in western Canada in a very northern and rural community. My internet is a 3Mbps ADSL connection and I almost never see any lag in this game. Pretty much all of the disconnects I've experienced were because my internet died for 30 seconds or whatever. Due to my personal experience I have to say that I prefer the servers where they are because I'm not experiencing any problems at all connection wise.

This is another waste of space on this forum.
It's been a year now. You played all this time. If you weren't happy, you would have stopped playing until they moved servers, only to realise that they won't move it.
Check your own ISP and ask them to open all communication. No throttle, no lowering down your bandwidth on rush hours; Stop downloading and uploading stuff at the same time you play. Stop splitting your connection with anyone inside the house.
I don't have any connection problems.

Well, we will be seeing a new EU data centre at some point in the near future.
Canada, the top hat of America, should be fine for the NA servers.
Latency lag kills me all the time, I would dodge somethign but still get hit by it. Is this the reason why? :(
