Use "Party finder" and set your rule, problem solve. Some player like me love to DF, because sometime it make you work harder to get the win, and that is a good challenge. You can't imagine the BLAST we had with 1 DPS 1 HEALER and 1 TANK alive after heart phase, and we still won, took long, had to deal with tons of tumult, who care, we won because we put the energy in it, and it was the best Titan fight ever for me.

this was needed. people are to quick to leave if stuff isn't optimal. I've seen people drop for very silly reasons.

Honestly, I love how everytime there is a system like this put in everyone just starts diseccting it and thinking about how people can get around it or abuse it any way, shape or form. Considering they have to give a valid reason to initiate and are apparently eligible for punishment for abusing it ... id say its a way better system than whats out there regardless of there still being holes.

As for the timer, 30 minutes is standard in other games, afaik. You say 15 minutes is bad enough but considering how tanks and healers are still known to continuously drop at the slightest inconvenience, id say 15 minutes was obviously not enough. Just yesterday a healer dropped because he died from a bad pull ... literally 5 minutes away from the boss (which went smoothly after the new healer joined about 5 minutes later).

Me it was a BRD dropping because there was only 3 rock left on Garuda HM (we all survived and won even without that douch too lulz)

I say give the vote to kick option a 15minute timer. You cannot kick for 15minutes and leave the abandoning timer to 15minutes. If some1 joins you cannot kick them for 15minutes, you will get to try at least 2 attempts assuming ur 1st didn't go to well (would u kick if your pull was almost a kill?).
