The thing is currently Ishgard is like a rainbow, you cant get close to it, its extremely difficult and you just end up walking through it, unlike the other cities. Also the "Bridge" is not connected to the land in an accessable way, it just goes through it as if to seem like you never go on the bridge or even the bridge is not even in the files yet as much as a shape + texture. The Start of the bridge is actually lower than the end of the cliffs and moves as you go from side to side.
Also there are a lot of mobs along the land section. Also every single other area in the game that is unaccessable does exist in some form, you can get into it, even if it Dc's you after a while you can just get back in. But Ishgard not at all, the moment you try get close it will DC you, it wont even change map as if you're going to a new zone within the same region. Limsa is tiny compared to this, this is extremely tall and could be its own zone in that is on layers (remember Mor Dhona is only 2 maps technically so it could be as small as that).
I understand the point of not putting it in because it will just get hacked into but then why not just not put in all other nonaccessable areas? EG: All Airship docks exist, but things like the stairs going up from Alchmy guild lead nowhere just end of map.
Due to this I really dont think we'll see it soon, it has all the signs of a area that is very early on in development. Most likely got started on after release but the the change in team might have delayed it further
it was said already that they are implementing ishgard AFTER the new battle system. honestly people should stop asking for huge crap like this before the new battle system.

I hope we get access to Ishgard during the main story, when the main story goes on.
