That's impossible. You can't just port in an whole army. That's exactly the point. If they rang the alarm bell, everyone in the city would know this. If they don't - and since they can just say, nothing special happened, beside Raubahn slashing a Lala - then there are no swarms.
If you accept one point, then the next makes even less sense. And even if: the whole army can't just teleport in and there is only one door leading to the room.
By the way: maybe some of the Sultansworn are corrupt, but if they see, that the Monetarians with the help of foreign mercenaries are fighting the Royalists - whom would they - in total - help? The Sultansworn are the Sultanas' guard.
