The design of the gear with sanction was designed with high bonus effect.
For balance out the high effect there is a 3 hour time limit and also to have a risk where if you die the effect wears off, this was sanctions concept. For this reason we don't have any plans at the moment to make it where the sanction effect doesn't wear off upon death.

サンクション付与については、サンクションを付与するアイテムを新たな軍票交換品として実装することや、特定条件を満たした場合のみ、所属グランドカンパニー事務局以外でサンクションが受けられるようにすることも検討しています。
We are looking into other methods to put on sanction by releasing item through company seals or by reaching certain requirements to be able to get sanction from places other than GC head quarters.

They should have sanction buffers outside each dungeon and at each camp. There is so many other useless grand company NPC's around might as well have them pass out sanction.

I guess + as long as you survive 15 minutes you can death warp back to town inn get sanction and warp back to camp or something. Only bad if you're in raid or w/e + when you get raise in mid battle have to switch weapons since without sanction the some most sanction weapons are crappy lol - but then again it's in mid battle with party so you wouldn't be able to switch weapons, can you?? haven't even tried that w

If sanction worked on all gear then yea maybe it would actually be a decent death penalty but because it only works on a handful of gear .. who cares.

They should just introduce a charge item. It costs as much as 15 sanctions and can be used to apply Sanction to a currently-equipped item up to 15 times. Once it's exhausted, it can be refilled for the same price.

The number 15 is arbitrary, obviously. Could be 5. Could be 50.
