It's almost as if FF14 as a whole in dungeons, trials, and raids is constructed in such a way that virtually no fight has enough unavoidable damage that a healer should ever be doing nothing but healing unless either they or their party members are screwing up. Thereby making it...more efficient to fill GCDs with DPS abilities in order to clear content faster and more efficiently.
I'm pretty sure if such a crazy idea carried any real weight though that the developers would probably make new players aware in some way though, so I'm probably just day dreaming.
