Joking aside, long hair is very hard to use in games since it clips with gear and looks terrible. In games like TERA they have it so the hair is tied in knot if its long enough to interfere with some bodies.

There's absolutely no reason that should affect the amount of new hairstyles. Yes, it would affect the amount of total character customization options, but not the amount of things within one category.
Think of it this way:
Character:
Hair
Hair Color
Skin Color
Face Type
Eye Type
Eye Color
Face Shape
Nose Shape
Height
Voice
Customization Option 1
Customization Option 2
Customization Option 3
Customization Option 4
Customization Option 5
(Whatever else I missed)
All of the assets for those things are stored locally, they're not being sent over network. What IS being sent is the data that lets your client know to load those assets when you see another player. I would immagine adding a new category would require more data being transmitted as you're essentially adding that many more bytes to the end of the data being sent. But changing the value of one of those categories shouldn't increase the data being sent at all, unless something like hair customization is locked into 8 distinct values (hairstyles) because they only allocated a byte for that category (in which case, way to go SE).
TL;DR Ruukirii's answer to the reused hairstyle bitching was referring to adding entirely new categories and not adding new hairstyles.
Unless of course I'm entirely fucking wrong about the way their network code is written and they're litterally sending strings of data like {"haircolor":"red02", "hairstyle":"option1", etc} in which case, again, way to goddamn go.
