As for bots / addons I think addons would never take control of your character. In my view an addon would simply be a informative widget on screen that tells me how far away the mob I want to shoot is. Or a percentage readout of a mobs remaining hp. maybe even provides a visual indication of an aoes range. Addons should essentially be informative not decision making.
I would say then that an addon should never take control. i.e "if hp = <50% cast cure" or any other decision making process. IMO that falls under a bot and shouldn't be allowed.
I also they do visibly act alot more to clamp down on and punish botters and other exploiters. a lot of which were so blatently obvious such as casting flare repeatedly to farm steel while afk for several hours. -

Yes, there will be people wanting to give expensive gifts or moving things to their mules or other things like that, but it would still be good to generally flag that sort of thing for investigation.
