"Fun for the whole family" is a phrase, but you can determine from its meaning that, yes, something is being described as promising fun for any member of the family. "Raining cats and dogs" is an idiom, because if you take the literal meaning of the words making up the phrase, you would come to an incorrect conclusion that pets are falling from clouds in the sky.
