Define participation? if a player puts himself on follow and moves or takes damage, or throws a few dots or hots here or there could throw off any management system.

There is no way to accurately determine 'participation', but there are ways of approximation. FATEs do it (albeit not very good in my opinion - but even the FATE way of measurement would be acceptable), there was content in 1.0 that did it. It is possible.
In any case, it would be better than the 'kick if not moved for X minutes' solution. Little participation ("throwing a few dots or hots") is better than none. Cheating this system is still possible of course, but considerably harder than cheating the no-movement-kick one to the point where it isn't worthwhile anymore to attempt AFK leeching for most people.
See, IMHO, if you engage in multiplayer (i.e. raids), you should expect to be killed if you disappear or linger in one area for longer than say 30 seconds (after the objective has been completed). That, for me, is what multiplayer is all about. It's fast-paced and dangerous.
My only experience of multiplayer outside FFXIV and a few other MMOs has been Resident Evil 6. In that game, if you linger, you're dead.
Obviously, there are always gonna be situations that require immediate attention (if your cat has come unplugged, for example) but you can't really blame SE for not programming raids to compensate for the fact that your chips were on fire.

I know some people are recommending a kicking system, which will be a bad idea. To many mean players that play online these days that will undoubtedly abuse it. I think something on SE end needs to be implemented but giving the power too the player to do so, bad idea!
kick by area will hard to check by SV. and when wipe all or someone just in boss fight fast when ppl not ready yet? and it can't solved about leecher who just run follow and do nothing. vote kick will solved this case but make more problem follow. Sigh I was in a CM run today and one of the Tanks AFKed the whole run. this is quite unbearable. he has been doing it a lot, I remember even when I was lvling he would drop groups if there was even on player that was new. he is a menace, I really do hope that this new system that SE puts in place does the trick.
If you want an automated system that really deals with AFKers and Freeloaders it needs to:
-Measure Damage Dealt or Healed
-Measure Yalms Traveled
-Compare it to the rest of the party members.
Auto Kick if it falls well below a minimum threshold.
Therefore if you are kicked you are either:
-AFK
or
-Not even trying
With this in place players may still freeload and just stay above the bare minimum... But at least they are helping some rather than doing absolutely nothing.
at the same time you may as well give us this built in parse system! Clearly we all want it!
Personally i reckon they should make a second filter option for all dungeons
The normal mode where all cut scenes and all are present, that everyone has to do once. That will then unlock the Run mode which is the same dungeon but no cut scenes or anything special, just a straight run. This way all the elitists don't get bothered by first times who dont know anything about the dungeon, and first timers don't get bothered selfish greedy elitists who will quit if you watch a cut scene
Just ran into this tonight while running with 5 other guildies. I gave the "afker" an ultimatum of "get over here and ready for the first boss fight or we are leaving you." ...well we left. The other non-guildy that was with us agreed. If you see people doing this just leave. Continuing the run just makes it easier for them and harder for the rest of the group. Treat them like Trolls. "Don't Feed the Trolls".
and this leaves people who want to not skip cutscenes where? you really want to punish people for playing the game as it was intended? you want to punish people to play a FINAL FANTASY game for the story?
leechers aren't everything.
as long as SE doesn't come up with reasonable (!) counter-measures to this, there's only one way to stop leechers: don't give them anything to leech on. yes, it sucks for the dps having to wait even longer, but as long as people are encouraged to leech they will do it.
I've had my first 'trolololol you do my job for me' in a run a few days ago, funny enough in a lowbie dungeon (toto rak)
if they really start invading even the leveling dungeons we have a problem us as the 'community' have to do something against it. we HAVE to be aware of these people and HAVE to make sure they know 'not with us'. they have to know that sooner or later their whole server knows them, and even if they change their names and switch their servers we will know who they are (lodestone character number)

To add, in FFXI the kick function was indiscriminate, and sometime a person kicked never was given a reason. The voting system in FFXI was a text command that suggested a collaborated effort for communication in the community. In FFXIV there's not even that, so ask the DEVs to fix it.
I personally don't care about the forums and wish there was more text features in FFXIV, more communication in-game. The forums is to get help, offer help and report game issues. We don't need any more irrelevant systems, if so why not add a "reputation system server-wide? Just keep the game simple.

That is trolling too , there is no chance of win with these people , however I took all my gear off and tanked titan and we wiped. the same people with lvl 49 items got mad and reported me . Oo :)
Wow, really? This is their solution? People were already avoiding the game's auto DC by coming back every few minutes to hit the jump button, what makes them think that adding some kind of separate afk-kick for dungeons will do anything unless it tracks, say, staying in a certain area (the starting room or something)?
I am pretty sure that will Never be put in game, that is unfair to the person paying a subscription to play to take away part of their game and it would cost SE a lot of players. That is not a good idea. I had a monk in a Sunken Temple run that was in a caster cowl and he said it was cause he didn't like how anything else looked, so yea I agree some people should not use DF or play an MMO period, But they will have to learn the hard way from being bitched out and blacklisted by a lot of people, kicking them from DF for longer periods cause they suck is not the way.

yeah it is a bit worrying that a group can troll people by kicking them right before completing a dungeon.
I guess this is why we won't get a kick option, imagine completing a dungeon to 90% then being kicked right at the end. I don't really trust the DF community in its current state to give them this power.
Like people have said, since fates rank peoples contribution, why not add a system like that to dungeons? After each boss, if someone has not gotten a ranking, they should be subject to a vote kick. It doesn't mean people will kick them, but it gives people a fair chance to not be kicked just because someone doesn't like them, and for afkers that do not contribute anything to be kicked.
I think a good solution instead of a easily by passed kick is if people don't participate, IE system should check if a player makes contribution. such as enemy attacks and other player buffing etc. if they do none of that the reward will be 0, Much like how FATES system works, if you stand in a FATE area and do nothing, you get no credit or very little credit depending on how much you put in.
Why are people still having trouble understanding the simple logic of the situation- it makes no sense to be more worried that a votekick system will allow teams of 3 or 7 to annoy one person at a time rather than a system where 1 person can ruin it for 3 or 7 others. Griefing is always going to exist but these halfassed non-solutions will at best do nothing but slightly inconvenience griefers and at worst be set up in a way so that legitimate players will get punished for going AFK for legitimate reasons.
Why does the SE dev team always feel like it needs to try a bunch of useless third options before they realize that oftentimes the usual solution to issues like this are the usual ones for a reason?
Seems to me (& most of the posters in this thread) that you aren't really fixing issue if the workaround is part of pop culture, I'm going to hope/assume that the Developers are thinking of this as well.
I'd like to add my voice to the chorus of people who don't like the idea of a dungeon AFK kick feature. As others have said, it's very easy to circumvent, and it will impact innocent players as well.
I was running Cutter's Cry with some people in my FC last night when one of them started having internet problems. We waited for over 30 minutes outside the second boss's room for her to fix the problem, and most of the time we were just standing there talking in Mumble. Eventually she managed to get back on, and we finished out the instance successfully. It would have really put a sour taste in my mouth if one of us had gotten kicked from the instance because we forgot to move our character to cancel out the AFK timer while waiting for her.
Vote to kick has the potential to be abused, but it will probably solve the problem of people leeching in dungeon runs. AFK dungeon kick, on the other hand, probably won't solve much at all, and it will be an irritating feature that has the potential to ruin a run for a legitimate party. I'm afraid this will do more harm than good. :(

Add to blacklist, never be pty'd with them again. Easy as pie and once those ppl are on everyone's blacklist for AFKing during DF, they can screw off.
With regard to CM specifically, I would LMAO to see a vote kick system implemented, then watch CM rewards get buffed, AK/WP rewards get nerfed--something that brings tryhards back to CM for whatever reason, then watch groups routinely vote kick gearless players out of the one dungeon they can actually run easily to get geared. I mean, we've got to be able to finish this CM 3:00 minutes faster, right? As a side note, I don't see CM rewards ever getting buffed. It was just a funny thought.

While I would love to see this (As well as a cross-server friendlist/cross-server party invites), I don't have much confidence that the dev team that can't figure out how to allow you to send tells while within a cross-server instance is going to release something like that in a timely manner.
Players who disconnect from an instance, even if you have formed your own party before entering a dungeon should be kicked and replaced with the same job via duty finder after 6 minutes tops.
The i think 15 minute wait? is way too long. The entire party should not suffer because 1 player become disconnected. Please looking into fixing this issue.
