Request for information: ISPs and P2P throttling

Time: Started today at around 5 PM, people skipping around and I'm having a 5-10 second delay on ANYTHING I do. Please fix this as this is gamebreaking.

Played up till a couple of hours ago with no problems in P3, P4, and EA. Now rubberbanding makes it unplayable.

Same ISP and time

ISP : Canal Digital
Country : Norway
Time : Around 5 PM

It worked perfectly untill that time today. Now its not even playable.

ISP: BT
Country: UK
Time: 7pm-Midnight (BST+1) every night.

ISP: Kingston Communications/Karoo
Country: UK/England
Times: Usually lags at peak hours 6pm upwards for me in the big cities, NPCs and sometimes walls/floors take a while to load. Was doing that at weekend and monday night (during EA period) anyway but I havent had time to play since then.

NOTE: My ISP is a regional smaller company servicing Hull and parts of East Yorkshire, BT or other companies arent really an option in my city - if that helps.
