Same for the X360, but I'm guessing there's financial reasons there, like it didn't sell well in Japan and most NA/EU would probably play it on PC anyway.

Don't own a Vita yet so I can't comment on specs or impressions, but I'd assume the system could handle the game, however I'd think it wouldn't be very comfortable to play the game directly on the screen unless you don't mind having to fumble through virtual keyboards while trying to do other things. I think it would probably work well as a controller akin to the Wii U Gamepad, and there's no reason they couldn't add that sort of functionality down the line at the very least.
Being able to play a MMO on the go with 3g would kill me, and the little social interaction I retain left.

The vita plays PS3 games on local network if the game is in the PS3.
So technically it is already for the via if you have it for ps3?
the Mpcore set has it's limitations, it isn't like full functional desktop cores.
The advantage the Vita has over the PS# is the additional main system ram, but the reduced vram (since it will not reqire as much due to the limited resolution)
While in theory it is nice, text would be difficult on the screen. Interaction as well.
SE would be better off developing for Tegra 3 based tablets with Window 8 RT.
