Personally, I would buff all non-short damage mitigation cooldowns with double duration, halved recast timers, and up 3 charges. Yes this includes tank invulns, and yes I am aware that the devs would need to balance bosses around potentially 4 tank invunls every 5 minutes or so, but that could easily be balanced around 1 or 2 tank invulns ever 2 minutes.
That would make Rampart an almost 100% uptime defensive (5 seconds of downtime every 45 seconds). If you were to rebalance boss damage, you would necessarily have to account for this, which is increasing damage by ~20% to counter it, which then just makes Rampart an action you have to press every 40 seconds with no thought. This is before we start looking at the other defensives and how they will be affected.
If you want to make defensives more engaging, this is not the way to do it.
Except that a lot of Tanks today can handle big pulls without the help of CC. It's called learning how to rotate defensives. I'm sorry but if you're asking for a bunch of CC because you're struggling with tanking or you're taking way too much damage, that's a straight-up skill issue.
And I'm telling you this right now as a GBN main, if the devs were to change our defensives to what you suggested, then I will straight up quit tanking. Your idea of fixing a class it's straight up gutting it.
