It's a matter of semantics, but to SE this was intentional. Anything further were updates. Hrothgar were designed in a way that would pretty much exclude them from easy updates, according to SE, at least. There wasn't any intention in their concept for them to be updated further. Yoshida even supposedly stated at one point, that the promise of hairs was actually a "mistranslation" even.

4 things need to happen with Character Creation/the aesthetician in 7.0 tbh
- Remove the facelock from hrothgar racial styles why in under god did they do something that stupid
- make the hunch a toggle or straight up remove it. god knows the womengar arent gonna hunch, please stop making men be in a permanent posture that warps so many chestgears in this game, not to mention many hairstyles clip THRU the hunch and thats just terrible.
- give highlander eyebrows. "well ala mhigans-" wow who cares theres highlanders with no brows in NORVRANDT theres no need for that
- remove au ra horn-facelock.

THIS is why the stupid arguments "BuT iT mAkeS the RaCes UniQUE" defending the weird proportions of Elezen, the Hrothgar hunchback, the male Au'ra running animation, the Hyur roboticism, Highlander lack of eyebrows don't work. You're right. Players demanded from Yoshi-P that Hrothgar, the race based on the upright standing Ronso, stood and walked with their backs hunched like neanderthals and they demanded they made a roadkill version of Khimari's face as one of the options. People LOOOVE having no eyebrows as highlanders and they also love seeing their male Au'ra move their legs like Marvin the martian when running short distances. And only a "minority" dislikes having their characters with long giraffe necks and tiny heads, that's why Elezen are so popular in the character statistics!

If it wasn’t clear: I support having options. Not just changing things.

I think the bottom line is there's a difference between races having unconventional traits, and having said unconventional traits be half assed because, well, they're unconventional, so lowkey "nobody cares".

• Hunchback on a beast race? makes sense, the problem with Hrothgar hunchback is that it's not a 'beast hunch' it's someone who needs to go to the chiropractic, and don't get me started on the human limbs. Not even claws, really?
  
• Elves with long necks? sure, that's an interesting aesthetic imo, but it doesn't look good when it's accompanied by tiny heads and shoulders that look like they're being pulled apart by invisible chains. Elezen just have a....painful looking posture.
  
• "Hulk" humans must be big, ok, fair...but why are males Roes literally rectangles? their torsos and muscle definition have no curves whatsoever, they're giant Lego people, and female Roes are little more than just a copy+paste+enlarge of female Highlander, not a true 'She-Hulk'
  
• Humans who shave their eyebrows? sure, yeah "because Ala Mhigo"...then how do you explain every non-Ala Mhigan Highlander? Au Ra and even Hrothgar have eyebrows or no eyebrows options, just give dadlanders the options already.
  
• Au Ra horns, Hrothgar face/hair, and Viera ears I'd say are technical limitations, not an intentional aesthetic, so hopefully they'll work on them sometime.
