Any given concept you incorporate in a game in the initial stages is going to be a WIP with a lot of refinement necessary. If the advocation is that they shouldn't do this and just stick to that which is comfortable then it gets very boring, very quickly.
Anemos, for example, was very barebones with essentially nothing, absolutely nothing bar over-glorified FATEs in a different zone. This was slightly refined to then incorporate rarer lockboxes e.g., warped lockboxes, and bunny FATEs, which then got refined into a Logos system, something served the foundation going forward, inc., large-scale raids. Point is, their initial inception was a far cry from something decent. Anemos was a half-baked concept.
Speaking as someone who has gone through doing all relics of SB and ShB, I am glad they've taken a break from Exploratory zones unless they can innovate on it enough, which I don't think they can.
