Nope. In fact, the first thing I did when going to the housing district was click all the NPCs around to see if they had anything important to say.
Just a reminder, BTW, that you initially started by saying the game does not say this at all. :)

They break up the critical information and spread it out between various sources, or don't explain it at all, and expect you to just figure it out. Any and all information pertaining to housing should either be given by a single NPC (the same you need to talk to to even access housing to begin with), or a tab should open like with most other things in the game when you unlock housing that goes over everything relevant to it in detail.
Not, secretly burying a portion of the information in the FC tab (not housing, FC TAB) forcing you to scroll through it to find the information that you don't know you even need to know to begin with.
And then having to talk to ANOTHER NPC who is hidden in wards and you're given no reason to talk to or even any indication they bloody exist.
It's completely ridiculous and obnoxious the way they handled presenting this information to the player. Just because you read the information on some third-party source somewhere or one of your friends told you doesn't make you smart my guy. Stop pretending you figured this out yourself.

I don’t think having an adult-sized tantrum is going to fix anything.
Can you just admit you never looked beyond surface level heresay and never wanted to bother to do even the smallest amount of research beyond that? You messed up, you're angry that the already severely limited in-game housing wasn't as simple as "making the FC and just getting a house 4head", and never wondered to yourself why, if it was so "simple", that why isn't everyone doing this. Makes for a malding spectacle, for sure.
Also, The Resident caretaker is literally right next to other vendors, and typically right near a marketboard in every ward.
