I was just checking this myself. Last time they announced anything about housing was the 22nd. We've got less than 48 hours now until the time period they extended on the placards expires.
We've all been waiting almost 2 weeks and still have no clue when this will be rectified.

Im speechless, i thinks that is all, i can be bothered to type for now.
We plan to conduct maintenance to fix issues on the public servers and restore lottery results data on Monday, May 16. This is expected to take approximately 8 to 10 hours, and should make purchase of and relocation to plots won in the lottery possible once more.
And there it is. But hey, at least there's a date!

This below is concerning though ,

However, the creation of such conditions is subject to factors beyond our control"
So what exactly is beyond there control? Does this mean they have to out source it? Or do they mean the time frame?
And why another 10 days to then patch it?
Sounds to me like they as previously reported they have found the problems, but now cannot fix them.
Not exactly or at least that's not how I read it. They plan to spend 8 days on testing the methods of resorting the lotto results. They can't however guarantee how long it will take them to simulate the load of public server where they can conduct those tests. And then there's implementing the solutions that worked into a patch.
It doesn't take but a few minutes to write a memo that size, so even if Yoshi's in the trenches with the coders, taking 15 minutes out of his day to attend to his other responsibilities is negligible in the grand scheme of a 10-12 hour work day.
It's been 5 business days since the update on the 22nd until now. That's within the timeframe mentioned previously. Keep in mind that Japanese businesses are going to be closed starting tomorrow and all through next week due to the Golden Week holidays. That'll give them another business week to test and apply the patch by the 16th.
They refer to business days, not calendar days, and JP has a major holiday period coming up (so the holiday days would not be business days).
They may also be trying to get it to coincide with the 6.1x patch so servers will only be down for a single maintenance instead of being down for two.

So as we feared for some of us, that maybe what would happen is.........As its golden week coming up, if they didn't fix it before the start of holiday it wont be till after then.
So the testing wont be over the next 8 days ....it will take 8 days or so to finalize the fix after there rest.
Then it will be patched in.
Also what happens with the plot timer that was extended till the 29th?
Didn't they have to do emergency maintenance last time to extend that?
Was there mention of the same, as it runs out today?
