since 2.0, when they have added new hair, they have never locked it behind an expansion. sometimes the way to acquire said hairstyle is locked behind an expansion (such as 2b's hair) however, you can buy and purchase the hair on the base game. having said that, the hair that is being released for viera are old hairstyles that have already been out, only made to fit female viera. it would make no sense to suddenly decide to lock (already released btw) hairstyle behind an expansion. they're being added with EW, but available for players with SHB.

It is, and it's a sort of scheme that I've seen some companies do over the years. The whole "pay money to fix the problems that they created" scheme is getting really old.
