I guess it's my turn to respond to the bait post... I think rescue's functionality could be improved to make it more of an actual tool rather than a memey and occasionally useful ability. The problem with it as it is now is that using it has quite a delay to skill activation and arrival at actual location, which will often get the rescuee munched if you didn't react premptively/quickly. I'm sure most of it is due to bad netcode, but it'd be nice if rescue got to pull the target faster or even instantly teleport them next to you, like that one WoW priest skill. Heck, it could open up a new niche for it depending on how quickly it could let you escape someone from damage.

We did just fine without rescue in ARR. Its not that great of skill with its long cd. If every healer got reported for using rescue on someone that didn't want it there be none left hardly. It should be like a party teleport where gives you an option it want to accept it.

Adding an accept option to Rescue is a really bad idea; the point of the ability is to immediately save someone from a telegraphed attack or mechanic that would otherwise kill them. You just don't have time for them to somehow choose between accepting or rejecting it in a fraction of a second; adding that would make the ability pointless.
Letting someone set a character setting that makes Rescue never work for them is a bad idea too, since it means the healer ends up wasting time due to information that they couldn't have possibly known about in advance unless someone has a do-not-rescue-me icon directly next to them.
Either leave Rescue alone or remove it from the game, but don't add a weird middle step that would only harm gameplay; that said, I prefer the former because I like to use it if someone is literally going to die without my intervention. If you don't want to be rescued by me, then don't stand in attacks that will objectively lower your health to zero or knock you off the stage.

The solution is simple, it's not a prevention, it's enforcement.
There's already rules against harrasment.
If it was as simple as "report and move on" knowing that the mods would do the job and take care of the people using rescue to harrass, it would already be solved.
So, put this down as another way the mods fail.
