Exactly. It doesn't have to be race locked to be race specific. Culture and race are not the same thing but tend to go by hand - look at Far Eastern, Ishgardian, Thavnairian, or even Bozjan clothes for example, all of them are based of specific cultures that have a dominant race, yet none of them are race locked
I will never understand why racial gear/poses/hairstyles exist. And people even defend this.
I imagine they could do it, but who knows if they will.
Unfortunately for a lot of people, "flavor" translates to "this race can wear these pants and that other race can't for some reason."
This is, in my opinion, a cheap and artificial way to provide "flavor" to races. It says nothing about the race beyond the ability to wear an item.
The same thing applies to hairstyles and the like. If, for example, you could tell me that an elezen couldn't wear some viera article of clothing because there is some kind of property to the item that is intrinsically linked to the identity of viera as a race, then I could accept that... But that's not really the case.
This, of course, extends to other things such as emotes and poses and whatnot. It comes off as rather odd because this is a game in which any race can play any job but standing with your arms posed in a particular direction is exclusive to certain races. From a technical standpoint, I get it. It is also cheap and practical, as mentioned before... Still feels odd.

It's an outfit though. It's not like anyone's asking to give a Hyur Mi'qote ears. The races have different sizes, features and animations, they'll be unique even if they wear exactly the same outfit.
And then what's next? Job gear unlocked for everyone so your botanist can run around with Paladin gear?
Kinda defeats the purpose of the name "Racial Gear" itself.
So no thanks, leave the very little unique things to races jobs etc. please,
since they create enough good sets that can be worn by everyone (ex. treasure map stuff).
I don't really see the problem with unlocking job sets either, at least for glamour purposes. I think most of us are more than capable of making characters look unique, and it's not like you can't decide not to wear specialty gear yourself if you feel like it cheapens the experience.
