The fact that he stated it happened in 2015 does not help your argument. Have you read the recent ToS overhaul which basically reads "any interaction with other players can and will be held against you"?

If you stop kicking them they will stop using this trick to avoid the penalty timer and they will stop wasting your time in the long run.

Or they'll keep doing it to get a cheap laugh knowing they've wasted an entire party's time.

I don't really care what the person doing the DCing wants. I'm kicking them to save my own time.

The fact that it was in 2015 is irrelevant as the current TOS still does not support your claim as to the gladness of the GMs to issue bans for literally anything. There would be no need for a TOS if literally anything can (and will, due to eager GMs) result in a ban.
