Overall looks good, got some nice stuff to round out the rotation, something to do in AoE situations, pretty happy.
-- minor complaints.
I probably wouldn't have deleted bulwark, it's decent mitigation on big pulls and nice PLD flavour.
I also don't get why Divine Veil still needs a heal to trigger either.
Cover also shouldn't use gauge, it's essentially made obsolete by intervention now, apart from maybe in some very edge cases.
