First of all, the vast majority of accounts that actually gather the gil to sell to RMT sites are in North America, not China. China is where the actual sites that sell the gil are located, but most of the gil is not gathered by the Chinese.
Furthermore, many of the accounts used by RMT are hacked accounts or Free Trials which couldn't buy the skip potions anyway.
And finally, since RMT relies on gathering as much as they can before the accounts they are using get deleted, they would never invest money into their accounts.
Also, RMT sites aren't nearly as "rich" as you seem to think. Most of the money is pocketed by the owners of the site and they almost never invest money into their sites. Furthermore, because the RMT sites don't actually gather much of the gil themselves, it would make no sense to invest hundreds and thousands of dollars into crafters.
And really finally... As I said: Moogle and Namazu quests. If RMT worked the way you mistakenly think it does, then they would very easily be able to get an army of max level crafters, because the supposed "sweatshop workers" would easily have the time to invest.
Selling level skip potions for Crafters would not destroy the economy at all. In fact, it would probably help balance the economy since there would be more competition. The only reason someone wouldn't want this to happen would be if they are one of those crafters that are mega-rich and DON'T want proper free market competition because they'll start seeing smaller profit margins.
