I haven't really seen this behavior much, so I think the OP just got very unlucky with duty finder RNG.

Back before the change to make cutscenes mandatory in the msq roulette dungeons, there were regular complaint threads about people having the story ruined for them in those dungeons in various places.
Reddit in particular got a lot of them.
I haven't seen any of those complaints since the change.
Just the occasional complaints about the non skippable cutscenes.
Two things, unskippable cutscenes is not the answer and very frustrating just look at the MSQ that takes almost an hour...
On my alt every time I get new person bonus they encourage me to watch cutscenes and people even explain stuff as we go until I explain that it's an alt but I still thank them so I think this is situational and not always the case for people to be rude..
All it takes is one antsy player to pull the boss. It doesn't matter how long/short the cut scene is. I've seen early pulls done by all roles.
I find your view to be extremely negative. It encourages the mind set that no one's time is more important than your own. The majority of a cut scene already takes place before and after a dungeon. The cut scene we see is merely the boss's entrance. Some bosses with more significance to the story might have some dialogue such as Midgarsormr (I seriously watch his cut scene every time just to hear his 2.0 voice!), but these are few and far between. Especially after 2.x.
Nobody's time is more important than another's. I seriously grow tired of the trite argument about paid subs. We ARE A COMMUNITY, and you have seem to lost sight of this. We should be helping each other out. Especially the new players, instead of going out of our way to make their experience a bad one.
Can we please stop using these two instances like they are the norm? These are the only two instances where viewing the cut scenes lengthens the duration of the dungeon by a great deal. Nobody, and I do mean NOBODY is forcing you to do these roulettes unless you are at that point in the MSQ, in which case this player needs help to get through it. We now know what they entail. Don't hop in there knowing about the unskippable cut scenes and then complain about them afterwards.
Also, you indeed DO NOT get the first timer bonus if the new player disbands, gets kicked, or DCs. In order to get your bonus, they need to get their clear.
most/all begging & ending dgn cutsceens can be skip but the ending of few dgns cant skip like the last 2 dgns of reborn mqs ,etc.
but do ive alt char so i love the skip sceens parts in most all quest. because i use party finder and underparty to help clear theses dgns and all.

I'm someone that came from wow (12 years of playing that) and I've always read how amazing and nice the community is in this game, but all I see are complains and people angry and verbal abuse and whatnot.
I've been playing this since 2014 (with breaks) and I've seen mostly horrible people ever since.
Personally the best or nicest community I've been a part of was Guild Wars 1 back before GW2 was released and many bad ones joined that.
And I find your view to be wasting my time. If you only do 2 or 3 dungeons a day then it's just like 5 minutes for you. But if you're spamming dungeons leveling then suddenly I'm losing hours of time watching the same cutscenes over and over.
OP's suggestion is that if there's a bonus, make cutscenes unskippable. That's what OP suggested.
Do you have any idea how much of a fiasco this would make doing new content? Every single clear party would have a 2 minute cutscene.
All that would mean for me, is I exclude all new players. It would make pugging impossible. And even when not pugging, I would still be forced to watch those cutscenes just because somebody else wanted them in their instance, even if they aren't in my party!

You're no more apart of the community than I, or anybody else, am, so why are you the only one to have a say? You say that nobody's opinion has any more value than another, and then immediately dismiss everybody else.
Harassment is harassment. Cutscenes are cutscenes. Watch your cutscenes. Handle harassment as harassment. It's a game, play it as you want to play. You want to watch cutscenes, then watch them. I don't, so I'll skip them.
If you read the original poster's suggestion, this would be the norm.
