The spot where we try to summon Ramuh-Egi is the exact same spot where Tristan first summoned his purple Belias-Egi in the level 50 quest. All the lightning-aspected aether around the Singing Shards was spent on that and now there's not enough around for us to perform the Austerities of Lightning there. Y'mhitra of course didn't even bother to consider the possibility that the place wasn't suitable for the ritual and jumped to the conclusion that Ramuh is too strong to summon and we shouldn't even bother trying again.

That's the lore-compliant reason I think, the real reason of course is that the devs haven't had the time to make proper animations for him yet.

Given the way many of the pre-50 job quests were gutted and no longer reward the skills they actively talk about I imagine the developers have decided to avoid that issue in future by not tying abilities directly into the lore like that. It's rather unfortunate though as many new skills feel rather out of place, such as Demi-Bahamut's existence now rendering the previous logic regarding failing to summon Ramuh-egi irrelevant.

Pretty sure Yoshi also said that they had really hard time writing the HW job quests around getting all the new skills from them.

I guess I think of Brotherhood as a skill that was inspired by the re-formation of our Monk order - or brotherhood - and fighting alongside them. As for the gear... Widargelt just kinda handed it over as a gift? I guess?
